What is ChangeUp
ChangeUp arose from the 2002 Treasury Cross-Cutting Review of the voluntary and community sector's role in public service delivery. This review highlighted the need for a strategy to ensure "a sustainable baseline of infrastructure support at local level, regionally and nationally".
In June 2004, the Home Office published ChangeUp, a capacity building and infrastructure framework for the voluntary and community sector (VCS). ChangeUp sets out a vision that by 2014 the needs of frontline voluntary and community organisations (VCOs) will be met by support which is effective, accessible, sustainably funded, reflects and promotes diversity and is available nationwide. ChangeUp has led to the development of local, sub-regional and regional plans which shape the structure of VCS infrastructure.
What is the London Plan
The ChangeUp London Infrastructure Development Plan was launched on 3 July 2006.
Its vision is for world-class infrastructure support for the voluntary and community sector in London by 2014.
The Plan will help to deliver on achieving the national ChangeUp objectives of modernisation, embedding quality and improving support.
The Plan addresses priorities identified by the VCS in London including tackling inequalities, diversifying income generation, community development, citizenship, premises, network development, campaigning and partnerships.
Co-ordinated by LVSC, the Plan represents the culmination of 18 months' work involving much of London's voluntary and community sector.
